I've seen many research on this. I've found that being pressed for time was one reason. The experiment was to make someone give a speech in a college and on the way he/she meets a person who was beaten up. The topic of the speech didn't change the behavior. But those who had less time left till the speech tend to help that beaten person less.

When helping a person, people start thinking about how much of their time would be taken for this.
