Based on the explanation in your linked article, it is not a universal basic income (I think you were purposefully oversimplifying). That would be interesting though. I've thought a bit about it. I think you would have a license such that anything created while receiving the UBI would be public domain or creative commons like you proposed. I don't think you could really enforce it though. Some interesting stuff to think about.
