Based on observation, it seems like it's about 200ish => .01. I've seen a handful of posts go from 0 to 0.01 as a result of a vote from someone in that general ballpark. Hard to say exactly as the posts normally had 3-5 other votes from really low SP users. I would imagine the formula is some combination of number of votes and SP on voters. A lot of small SP votes may or may not amount to more than a single high SP vote.

No, it is more like 500 SP, the reason you see sometimes 0.01 appeares after 200SP vote is that your vote just add about 0.005 to already excited 0.005 from previous upvotes (but that was not displayed)
