Just some context to the Ukrainian legislative process- unlike the US Congress a bill in Ukraine first goes to committee then is voted on by the Rada (parliament) in the first reading, and typically then goes back for revision and then is voted on a second time by the Rada in the second reading before it is signed into law. In some cases it can be passed in its entirety at first reading or sent back to committee after the second reading.
