Indian Government is doing the same thing now. Shortly there is one bill going to be introduced and get it passed-on in parliament. bankrupt banks can convert depositors money to their capital and issue paper bonds to depositors without their willingness or permission.
In my childhood I also played the this game of MONOPOLY - you have chosen a correct picture to describe banker's game. As a kid I thought it a game. but now I understand that, this is really how banks operate. Practical banking game....
