Hmmm.... did you do a backup of the QR codes for Google Authenticator ? because if you did then you could install it on the new phone and then activate it and then try to get Binance to let you do e-mail verification and Google Authenicator again. Hopefully they can get back to you soon. Plus hopefully you can be on the Same IP address you have been logging in from.
