I have said this before and I'll say it again. I think we need some sort of an official post which remains on the front page which explains some of the basic rules (max 10) on steemit & co. These rules should be voted on by the community and are always subject to change depending whether there is a new consensus.

These rules would e.g. explain when it is legitimate to downvote a post. I know this is easier said that done and also harbors a lot of potential problems but I think it would give some guidance to a community that is often dominated by wild wild west behavior.
