Men, especially the young or inexperienced, seek your validation more than your hoo-ha.
By honking, they expect you to hand over your smile or a hair flick so they can feel they had a "positive" interaction with you.
And there's like 1% for whom gaming is their natural state, so they are always "on". They honk because they're in a car; they'd approach you if you were in a club etc.
Huh. I didn't think of it like that, I must admit. Maybe it's because I don't really see it as validation...
