Yes, this is crazy... But this is about Kolkata, West Bengal, laws might be different in other states of India.
What about Sri Lanka, is it legal to take photos of female strangers there?
It is not illegal, but you will definitely get some displeasure faces if you didn't get approval from the particular person. Even you might get into some trouble if it is a public place and he or she has an objection about what you did.
So, perhaps, this is like taking photos at a beach in Russia. You can ... But you should be careful.
