No, I don't think it can be graded. But it's probably a different kind of love. One that is less associated with responsibility and more with unrestricted affection, pampering and the licence to be silly ;-)) That's how I understand the grandparent role. I'm sure it was different in the past, when the grandparents were really involved in the upbringing...
All grandparents of this era have this license. (:
