Some people hate to be turned down. It makes them feel inferior or less than human. This may be the situation of your colleague. Some laidies see it absurd to express their feelings to the opposite sex, when they finally take this bold step only to he turned down. They feel humiliated.
It's best you find time to sit her down and explain your perspective, let her know that you admire her as a person but you can only have her as a friend because you are already committed with someone else. You could massage her ego by complementing her and try your best to make her feel important as often as possible within the boundaries of your friendship though.

Hmmm @korexe don't you think complementing her may send wrong signals? There is a thin line between love and hate and sometimes when crossed can never be gotten back again. She doesn't even greet him or listen to him, how does he get her to agree to talk to him.
Complementing is just a way of massaging her ego. Like I said, it should b3 done within certain boundaries so as not to send the wrong message. The choice of words sho3be carefully chosen.
The line between love and hate might have been crossed 2hen he turned her down. If it's possible to have the discussion in person, then it's okay. Otherwise the use of SMS or socialedia platforms can be used.
