In the boat the rock is affecting with its mass creating pressure the increase in level of the lake. But when on the bottom its only affecing with volume thus lower level of the lake.
@veganrobot has what I think is the best answer!
the water level rises: the volume of the stone crowds out water--> volume rises !
It will rise, because now the whole volume of the rock is under water recalling to Archimedes law!
