Firstly, Happy Punday Monday!
Secondly, until he is proven wrong, @improv (and @freewritehouse) are going to make this this last week that upvotes are part of the incentive for Punday Monday. He'll increase the SBI rewards to make up for it, but the new reward curve means that votes on comments aren't going to do much... Hopefully he'll be proven wrong and they can return, but as it stands now, that seems like it'll be the impact of HF21.

So, until tomorrow if you upvote a post, no matter how much the post has already been upvoted, your vote will be worth the same.
Starting tomorrow, if you upvote a post worth less than 20 steem, your vote will be worth some smaller fraction of what it's worth today. If you upvote a post already worth more than 20 steem, it'll be worth a little more than it is today.

It would make more sense that if a post is worth 20 STEEM then votes after that should be worth less, not more.

The public reasoning is threefold:
I don't think it'll work out that way, and all it will do is punish small users. But there's nothing we can do to stop the whales because they hold more than 50% of the steem.
I thought RC was supposed to take care of #1?
I was already eager to aquire more Steem to power up to SP - so my votes would be worth more even pre-HF21.
... Most of the upvotes on a post are automatic (curation trails, steemvoter), bid/upvote bots, or people just zombie voting - there is no need to actually open a post to read the content, and only people you truly network with and who genuinely follow you will read your stuff and engage appropriately. How the hell is this going to change with the curve?
I think if a post is good enough to be worth 20 Steem it shouldn't be allowed to then consume a multiplier or more of the reward pool, take the 20 steem and leave some for the others! Are we encouraging curation of other posts or encouraging .. Oh wait, there's that phrase again, steemian greed?
So again, even if I can make posts that earn decently as a small account, there is still another factor that pushes even more pressure in making small accounts feel worthless and unimportant here. My vote is STILL worth dust but I am excited that 50% is no longer 0.000..
I'm at the point with some of my networks that I want to start hosting contests but those need prizes.. Do I spread generosity and pay it forward, for example by sponsoring people on SBI (and also increasing my stake) or power it all away?
Really I have no choice but to power it up, that would be the smart thing at my stage.. but that makes earning not as much fun as it should be.. With less than 10 natural SP though that leaves me unable to delegate to anything! Can't fill delegation leases, can't earn passive income, can't participate in steem-ua..
Not only that, I can see that I put in work to even grow as much as I have been. There are accounts struggling that have been here longer than me, posting 100s more than me but have nowhere near the reception I have started to receive (not wanting to toot my horn here) - but I notice the things I do that they haven't been doing.. so, it takes work indeed (unless you have the cash I guess but then if you did, you wouldn't be concerned about your vote and building a genuine network), but even with all this work and quality posting and quality engaging, I am still growing sooo slow.
If a post is good enough to make 20 Steem, the author probably doesn't struggle to make high rewards often, so there shouldn't be a need to incentivise them even more.
The ones who need the incentive to continue and stay are people who have just on-boarded and many of those people will also be new to blogging as well, I would guess the majority of Steemians are making posts under 20 steem weekly.. Maybe a handful consistantly make at least 1 a week above 20 steem? I've never seen a super high paying post as of yet so it's a rare SteemMonster indeed.
You're preaching to the choir here. I've been trying to get people to oppose HF21 since it was announced, but the word spread too slowly, I guess.
IMHO, regardless of hf21, I think the thing to do is power up to 100 SP, but then switch everything to buying SBI for prizes.
