Micropayments with segwit are a no-go until Lightning Network is done and that is pure speculation at this point. Big Blockers fork off on Aug 1 and will likely take at least 50% hashpower with them. With larger blocks micropayments could perfectly fit in the blocks and be feasible , Satoshi conceived this as one of the uses of the network , right built-in , without the need for side-chains and thirdparty solution
All those things can be achieved on-chain.
