Unfortunately it's pretty much too late. There are some areas in sccandinavia with some limited rights(sami council), but the Sami has lost most of their territory. They have also been forcibly sterilized, not allowed to speak their language, and had their children taken from them, and been socially stigmatized The situation is much better now, and there is a movement for Sami pride, and taking back their cultural roots and so on, but conditions are still tough. A least poverty is not too much off an issue, this is scandinavia after all, we are somewhat civilized.

Compared to the Sioux Indian, the Sami are doing v.well. Visit the Pine Ridge Reservation in South Dakota and you'll see one of the most depressing states in the whole of America.
