Wanna go home, so bad - Philippines

I am from Zamboanga City, Philippines but I am here in Taguig City, Philippines right now. I am here for our graduation only and to process my documents so I can find work at my hometown. But then, this is so sad that I got stranded here because of COVID19 and I can't go home anytime soon. I got my ticket rebooked many times and now, I got a flight on June first week. But these are the requirements needed for me ro return to my hometown. These are for RETURNING TO AND MOVING OUT PASSENGERS FROM ZAMBOANGA:

PROTOCOL FOR ZAMBOANGUEÑOS

(STRANDED ELSEWHERE IN LUZ-VI-MIN)

INBOUND
FARE – Payment for the following chartered
a. BOAT
b. AIRPLANE
c. BUS

MEDICAL DOCUMENTS issued by the City/Municipal/BARANGAY Health Office where you are currently stranded (valid for 14-Days)
a. Health Certificate
b. Chest X-Ray

EXIT PASS (Travel Pass) to be issued by the LGU (City, Municipal or Barangay) where you are currently stranded.
***LETTER OF ACCEPTANCE ***to be issued by the LGU ZAMBOANGA once completed the above-mentioned requirement.

a. With private vehicle – supply details (body type, color, and plate no.)
***STRICT 14-DAY QUARANTINE ***upon arrival in the designated center pre-determined by the LGU ZAMBOANGA or assigned HOTEL/PENSION to be shouldered by the stranded pax.

PROTOCOL FOR STRANDED INDIVIDUALS IN ZAMBOANGA CITY ENROUTE TO LUZ-VI-MIN
OUTBOUND
FARE – Payment for the following chartered
a. BOAT
b. AIRPLANE
c. BUS

MEDICAL DOCUMENTS issued by the City Health Office (valid for 14-Days)
a. Health Certificate
b. Chest X-Ray
EXIT PASS (Travel Pass) to be issued by the LGU ZAMBOANGA

***LETTER OF ACCEPTANCE ***to be issued by t your respective LGU (CITY, PROVINCIAL, MUNICIPAL and BARANGAY)
FOR OUTBOUND (For persons stranded in Zamboanga City)

You must comply with these requirements in able to go home to your family. I understand that this is for our own safety, but this is too much. They should have shouldered all the expenses. We are on poverty nowadays, no work, no pay. The government has provided those that are needed but the local government of Zamboanga City seems suspicious. There are corruptions everywhere. (Sigh)
