Excellent summary. I especially like how you highlighted the external and internal arc and how they should factor into a turn. And also put well: "scenes without a turn are flat."
This is exactly the issue I was having when I started writing Chronometer back in April (or was that May? Maybe June?...) It felt like it wasn't going anywhere because the scenes were falling flat. Thankfully after I put that into cold storage I started my scifi project and it's turning on dimes all over the place. Not only does it feel like satisfying progress while I write it, but it's also been darn fun.
