Blank panthers where a group of blacks who in 1969 took pains and resources to serve breakfast to about 20,000 small school children in 19 cities around the country. They usually do this every school day as part of their numerous programs to help the poor which also included giving out cloths, medical services and teaching the dangers of hard drugs and alcohol.
The panthers aim at self-determination made the FBI chief to go after them on the grounds that the group was a national hate group and their humanitarian programs were an act of disguise.

The group made sure that they were careful in their operations, making sure the food there served were approved by nutritionist in terms of balanced diet and high quality. The also consulted both health and fire service agency to ascertain the kitchen and halls to which these foods are prepared and served. Yet still the FBI made it a duty to come after them.
