yes that is the point, everyone who has no voting but will earn from the resteems, there are currently 7 challenges, if you resteem and upvote them all, you will have a good chance at winning one, as well as get the guaruanteed money price for resteeming, wich will atract more upvotes and more resteems to increas the articles.
you should particulairly be intersted in this one, because it is worth over 7 dollars and has only 11 participants and even fewer posts, so you will at least have like 8% chance to win 6 dollar and on top of that get a guaranteed payout of 10% ($0,70)of that post split by the people who resteemed it (i think4 at this moment).
