It's all about the economics. By allowing the existence of an immoral multi billion dollar private prison industry that is more interested in jailing as many people as possible for profit, the problem will continue to fester. Hopefully this will change in the near future as states that are making billions in tax revenue from legalized weed influence other states to follow suit effectively giving the federal government the one finger salute.
