UVXY: Time to Buy?

UVXY is an inverse VIX tracker at 2x leverage. IF the stock market tanks, UVXY rises. Is it time to buy it? While Elliott Waves shows ABC sequence is in progress; the downtrend seems not yet changing...not until price breaks the blue trendline resistance.
