What is Consul?
CONSUL is a Citizen Participation and Open Government Application,
originally developed for the Madrid City government.
Consul is an open software platform so any institution can use and modify it as they see fit, for free.
This application builds bridges between citizens and authorities.
Consul provides prosperity to city administration and citizens.
With this application;
Citizens determine the decisions to be made with the voting system. Citizens also offer ideas on budget planning. Anyone can open threads on any subject, creating separate spaces where people can discuss the proposed topic.
The authorities also present their ideas and opinions to the citizens.
There will be local elections in my country soon, so I was interested with this project and I wanted to translate it. It's an amazing project for me. Who knows? Maybe in a short time my country will also use this application in the local municipalities.

- Translation Overview
This is my first translation with cooperation with DaVinci team.
I started to translate following files first.
activerecord.yml, admin.yml
Below you can see couple of notes about my translation.
In Turkish, "heading" and "title" can be used with the same meanings. According to the content of the project; I translated them as "heading: başlık" and "title: isim".
A title would be the name of a book.
A heading would be the name of a chapter.
So the title is normally the overall name of something and headings are sections within it.
However, the terms are somewhat loose. If somebody asks "what's the title of the chapter?" it's not wrong.
Also, word "title" is used in "version title" in the project.
So in my opinion, it should be translated as “isim” in this project.
I did not translate the word "banner" to Turkish. Because this word is also used in Turkish with same meanings.

As you probably know, Turkish is my native language so i translated this project from English to Turkish.
