Introduction and Proposal Description
With the coming release of the @blocktrades Worker Proposal System, the Steem community requires a native solution for organizing personnel, skills, and dialogue around open-source projects. The Moonlight Exchange is a hybrid forum solution that hopes to address this need by providing an on-chain and off-chain hub for mass collaboration on @utopian-io task catgories. Moonlight will integrate a not-for-profit structure, redistributing net income to project collaborators, forum moderators, and platform participants, effectively establishing a networked micro-economy. The platform will manage a token distribution and repurchase system using a steem-based stablecoin integrated on Steem Engine.
Components
LUNA Token
The LUNA Token, hosted on @steem-eng, will be distributed to all moonlight contributors based on network determined rates proposed below. The majority of Steem Dollar rewards gained by @moonlight-forum posts will be redirected to token repurchases, ensuring a stable and liquid market.
Token Economics
The current economics of LUNA tokens are not static and open for feedback. The current proposal includes the daily issue and distribution of a variable amount (based on project time completed [hours] and number of contributors) of tokens to project collaborators 60%, platform participants 30%, and forum moderators 10%.75% of incoming SBD will be redirected to token repurchase, 10% will be held for post promotions, 7% will be powered up, 5% will be held for platform expenses, and the remaining 3% will be held on reserve for contingency reasons.
Invision Community Forums (Off-chain)
The off-chain forum is hosted using Invision Power Forums and categorized across 3 forums at the highest level - topic, activities, and participants. The topic forum, called The Commons, includes parent categories for @utopian-io tasks and are designed to allow participants to organize by skill. The activities forum, labeled Collaborative Activities, is designed to allow the coordination of high-level Programs against low-level Projects. It is assumed that programs are the highest-level activities, managed by multiple teams, and will break down into projects. Projects will be managed by individual teams and will be broken down into tasks, managed by individuals. The third and final forum, Members & Teams, is designed to allow participants to self-organize into project teams according to skills and requirements. This forum
TokenBB Forums (On-chain)
The on-chain forum is hosted by @buildteam's TokenBB and includes category-specific sub-forums for the commons, collaborative activities, and members & teams allowing for the community to systematically track elements of the community, including program charters, project breakdowns, individual tasks, and targeted requests.

Through the integration of a project hub, the Moonlight platform hopes to increase collaboration on the Steem network by granting participants a common forum for dialogue and activity tracking. By implementing a democratically managed token system, all active contributors are guaranteed a share of rewards.
