Bandwith on Steemit

Dear Steemians,
I join Steemit a day ago and also joined some whatsapp group created by some people on Steemit. One thing I noticed was that, like five people were complaining about Bandwidth. All they are saying was that they can't post on their wall because their bandwidth is low.
Is bandwidth use to control people posting or to regulate their time on this platform. Why do we need bandwidth to regulate posting? All they say was that, they need steem to power up in other to post on their blog. I think bandwidth should not stands as a moderator for maximum posting.
