Add Menu "Layer Effects" in the application Gimp

Gimp is a multi-platform image processing tool. GIMP stands for GNU Image Manipulation Program. GIMP is suitable for a variety of image processing jobs, including photo enhancement, merging and image creation. GIMP has various capabilities. unfortunately this application lacks "Layer Effect" here is a constraint for users of this application, there may be from users of this application who want to edit photos with various style effects, so with the Menu "Layer Effect" is very helpful to the application users in creating an extraordinary effect of the combination various effect styles in Menu layer effect like in other photo editing.

Proposal

I recommend adding the "Layer Effects" menu in the "Script-FU" Menu under the color feature so that users of this app can edit their photos with various style effects available in their Layer effect feature.
