Hi! I have read the rules and there is nothing about not being able to post the work on an alpha project. I believe utopian is there to encourage development, which includes the start of a project.
About the readme, it is a soft rule, the post can be accepted then project owner can work on it.

    But right now your project is least functional which is too minimal to be counted as a Beginning of the project. And your project is not in a useful state right now.
