You should write more about this issue. Why is it even bad not to have a length restriction? You may have seen titles for dual language posts that are long too. Some of them are at least half the length of your submitted example. I believe they can be even longer because users want to name their posts in expressive ways.

If the short post with long title was submitted with the new Zappl app, you could also comment on one of their announcing posts. They can restrict the title length.
