Bitshares Explorer - Witnesses - Wrong Number of Active Witnesses Listed
Expected behavior
The witnesses page should show 21 Active Witnesses and the remaining is Standby Witnesses.
Actual behavior
The witnesses page only show 19 Active Witnesses and there is 2 Active Witnesses shown under Standby Witness which is incorrect.
How to reproduce
Steps:
- Go http://open-explorer.io
- Observe the main page show there is 21 Active Witnesses
- Click "Governance" at Top Right header and then Click "Witnesses"
- Observe
- Browser: Firefox 58.0.2
- Operating system: Windows 8.1

I am unable to replicate the issue using the steps provided within this particular contribution. I have conducted testing on 4 different browsers in an attempt to reproduce the issue mentioned in this post, these include:
When going to the site the active witness card as shown in your post showing 21 shows 19 and when I go to the onto the witness page this correlates with the number of witness shown in the table. Please see this in the images below:

Please also note I have checked the data shown on open explorer against other sites which display bitshare witness data and nothing at present suggests an error.

Good observation. I think the problem is the number of witnesses swing between 19 & 21. that why sometime we see 19 active witnesses and sometime we see 21 active witnesses.
