must be you need discord becouse PAL grupe in discord.
if you dont register your steemit account with Peace, Abundance and Liberty (PAL) server you cannot get any upvote from here

anyway frist time you need discord accound
go to https://discordapp.com/register
& you show same this interface fill the gmail name& any password
example; 
than you recived a mail from discord & click to verify account
you recived same this mail Example :
okey than click verify email & login discord .
use the following link: https://discordapp.com/invite/qn8s6VW
& join this grupe .
After joining you press register button than
go to massage option & type : $register(speace)your account name
& you riceved A reply from this option

than go to your steem account wallet
click tranfar SBD & sent 0.001 sbd to accoount name with memo
EXAMPLE ; 
than you ricive this massage :
okhey your registration comple
than you click upvote button on PAL grupe
go to massage option & type : $upvote(speace)your post url.

& maximum 6days
