Both have been shown to use aid as means of extorting sex and other criminal enterprise. Neither are altruistic, and both are devils in angels wings. Be wary of jumping from the frying pan of war into the fire of oppression by foreigners.
Intervention in the form of military aid and other emoluments are surely already involved in this conflict. Seeking help from one's enemies is unwise, and there is no little deliberate obfuscation undertaken by corrupt organizations to conceal their malice.
To be wary of offers of help is wise, when the easiest way to get inside one's defenses is to be trusted to be of help.
You are right any kind of help must be watched closely as there are always some interest behind the help.
