Zelensky is dismissing the heads of all regional military enlistment offices in a crackdown on corruption. People taking advantage of the wartime to profit are despicable individuals. Both Ukrainian civil society and the Ukrainian government have been much more focused on anti-corruption since Maidan. While it would be great to avoid these episodes altogether, addressing them is the next best thing.
