Steem-UA does seem like an interesting alternative, but as I said in another article a few days ago, apparently people can increase their rank simply by unfollowing other users, and this can make it harder for new steemians to be recognized and gain followers.
Still, it is good to see developments trying to improve the Steem ecosystem.

Not really. From how I understand it, It means that if the person following you is ranked well, it can help to increase your user authority.

Who you follow has no effect on your ua. Only the people who follow you.
