Puerto Rico - Bio-luminescent bay Bioluminescence is a common phenomenon in the open sea, but rarely occurs in coastal bays. In the region of La Parguera we find two sheltered bays that exhibit this phenomenon. At night, the waters of the Phosphorescent Bay and Monsio José Bay, shine when they are agitated by the waves, a school of fish or a hand passed by water.
