Is it about time Angkas (Motorcycle Ride Hailing Firm) and Habal-Habal (Motorcycle Taxi) be legalized?
Due to the worsening traffic in the Philippines, especially in Metro Manila and Cebu, Angkas and Habal-habals are quickly becoming popular. The 15 minute ride from home to work years back now becomes an hour or more. This issue was perfectly addressed by motorcycle taxis. This is because motorcycles being small-sized can maneuver through traffic.
However, because it is gaining popularity, all eyes are on it. In December of 2018, The Supreme Court stopped Angkas' operations because it is illegal in the first place. It is illegal because according to Republic Act 4136,
private motorcycles, scooters, or motor wheel attachments... shall not be used for hire under any circumstances and shall not be used to solicit, accept, or be used to transport passengers or freight for pay.
Now this Act was approved June 20, 1964. 1964 is totally different from today. In 1964, less vehicles are plying the streets. Unlike today when streets are busy 24 hours a day. With this said, the best way to legalize Angkas is to amend that act. Laws should adapt to the needs of the people, not the other way around.
Is it because they are private and not paying tax? For sure if they will, that will be legalised. And yeah, laws are needed accdg to the present need. My 2cents.
