This looks like tool that secures a guy or tensioning wire into place. There's typically a 2nd u-shaped piece with threaded ends onto which nuts are placed. The helix pattern on the inside would match up with the pattern that is present on the mating tensioning wire.

Having the cone shaped base it looks like something that snaps into place, and with the weave (a pre steem logo) in the slightly ground out part might secure a braided wire.
