First, we can't be everywhere, so we remove them as we find them.
Second, Steemit accounts are indeed able to be gained by paying for them, but you then own them.
When the only way you can earn is to pay first, it is likely a bad thing.
All you get for payment to create an account is an additional account that didn't have to wait for the free account creation period.

We don't delete the comments made by the community account via the Discord command. We simply reply that the votes have been removed.

Posts to the blockchain are permanent. Each block that came after it locks in the content that came before.
Inside the 7 days, you can edit what is shown on Steemit, but the original content will be available for anyone that looks back into the blocks.
