THEKEY Cooperates with Henan Province to Largely Enrich its PII Database and Application Scenarios
On December 29th 2018, the Research into the Social Security Credit Model Construction and the Social Security Data Socialization (hereafter referred as “the Research”) was jointly established by Human Resources and Social Security Bureau of Henan Province, China Social Insurance Association (CSIA) and THEKEY. It will remarkably enlarge THEKEY’s interface of PII (personal identity information) and expand its real-world application scenarios.
The Research will focus on the following five domains:
Social Security Credit Model Construction. Tremendous social security data will be applied to build the Social Security Credit Model, provide richer and more diversified parameters to the construction of the credit evaluation system.
Social Security Data Socialization. Under the severe data security supervision mechanism, there will be more exploration and real- world application scenarios of Social Security Data Socialization.
Social Insurance Blockchain Applications. Featured by “traceable, undeniable and unalterable”, blockchain technology will be applied and considerably improve the efficiency, reduce the operational cost of the social insurance agencies, and expand the application scenarios of social security data.
Construction of Pension Service System. The Research will take full advantage of social security agencies and abundant social security data to facilitate services such as establishment and execution of wills, inheritance preservation and appreciation, intended guardian confirmation and etcetera. Meanwhile, the Research will investigate living situations and current pension services for the elderly, understand their needs, analyze existing problems, provide solutions, and establish an information -sharing mechanism, in order to provide specific, efficient and high-quality data support for the Pension Service System.
Third- pillar Pension Program Construction, Improvement and Supervision. As the supplementary of the pension programs of China Statutory Social Security Scheme and Enterprise Annuity, the Third- pillar Pension Program is mainly composed by various commercial insurance products. The Research will explore its feasibility and deployment in Henan Province.
According to the Agreement, CSIA will lead the Research and ensure its successful development. The Human Resources and Social Security Bureau of Henan Province will provide the social security data to facilitate the Research. As the exclusive technical service provider in the Research, THEKEY is dedicated to developing its proprietary Blockchain based Dynamic Multi-Dimension Identification (BDMI) technology, which processes social security data to generate real time, comprehensive, accurate and reliable IDV results, and exploring the deployment in the social security domains.
There are over 95 million people in Henan Province by the year 2017, which makes it the most populous province in China. The colossal social security data is quite valuable for the Research and will provide various real- world application scenarios for the future deployment. Moreover, it will remarkably enrich THEKEY’s PII database into 310 million people in 84 cities on a real-time basis, which constitutes a solid foundation of THEKEY’s IDV technology.
According to the development plan, the Research will be accomplished in July and piloted in some cities in Henan Province by December, 2019. After comprehensive evaluation, it will gradually be expanded and deployed in Henan Province by 2020.

2018 년 12월 29일, THEKEY와 허난 성의 인적 자원 및 사회 보장국, 중국 사회 보험 협회(CSIA)가 공동으로 ‘사회 보장 신용 모델 건설 및 사회 보장 데이터 사회화에 관한 연구’를 진행합니다. 허난 성의 3억 1천만 명이 THEKEY의 PII(개인 신원 정보) 데이터베이스를 사용하여, THEKEY의 실제 적용 시나리오를 현저하게 보완하고 확장해 나갈 것입니다.
위 연구는 다음과 같은 다섯 가지 영역에 초점을 둘 것입니다.
- 사회 보장 신용 모델 구축
엄청난 양질의 사회 보장 데이터가 적용되어 사회 보장 신용 모델을 구축하고 신용 평가 시스템 구축에 보다 풍부하고 다양한 매개 변수를 제공합니다.
- 사회 보장 데이터 사회화
엄격한 데이터 보안 감독 메커니즘 하에서 사회 보장 데이터 사회화에 대한 더 많은 탐구와 실제 적용 시나리오가 있을 것입니다.
- 사회 보험 블록체인 신청서
"추적이 가능하고 부인할 수 없으며 변경할 수 없는" 특징을 지닌 블록체인 기술이 적용됩니다. 이에 그 효율성이 크게 향상되고, 사회 보험 기관의 운영비가 절감될 것이며, 사회 보장 데이터의 적용 시나리오를 확장해 나갈 것입니다.
- 연금 서비스 시스템 구축
이 연구는 사회 보장 기관과 풍부한 사회 보장 자료를 활용하여 유언장 작성 및 집행, 상속 보존 및 감사, 보호자 확인 등을 돕습니다. 한편 연구는 노령 인구에 대한 구체적이고 효율적이며 양질의 데이터 지원을 제공하기 위해 노인들의 생활 상황과 현재 연금 서비스를 조사하고 필요 사항을 이해하며 기존 문제를 분석하고 해결책을 제공하며 연금 서비스 시스템에 대한 정보 공유 메커니즘을 수립해 나갈 것입니다.
- 세 개의 연금 프로그램 건설, 개선 및 감독
세 개의 연금 프로그램은 중국 법정 사회 보장 제도 및 기업 연금 연금 프로그램의 보완책으로 주로 다양한 상업 보험 상품으로 구성됩니다. 이 연구는 허난 성에서의 실현 가능성과 배치를 모색할 것입니다.
이 협약에 따라 중국 사회 보험 협회(CSIA)는 연구를 주도하고 성공적인 개발을 보장할 것입니다. 허난 성의 인적 자원 및 사회 보장국(HRSS)은 연구를 용이하게 하기 위해 사회 보장 데이터를 제공할 것입니다. 위 연구의 독점적 기술 서비스 제공 업체인 THEKEY는 사회 보장 데이터를 처리하여 실시간으로 포괄적이고 정확하며 신뢰할 수 있는 IDV 결과를 생성합니다 또한 사회 보장 영역에서 독점적인 블록체인 기반 BDMI (Dynamic Multi-Dimension Identification) 기술의 개발 및 배치에 전념하고 있습니다.
2017년 통계에 의하면 허난 성에는 9천 5백만 명이 넘는 인구가 거주 중이며, 중국에서 가장 인구가 많은 지역입니다. 엄청난 양질의 사회 보장 데이터는 위 연구에 매우 중요하며 향후 배포를 위한 다양한 실제 적용 시나리오를 제공할 것입니다. 또한 THEKEY의 PII 데이터베이스를 84개 도시 3억 1천만 명의 사람들에게 실시간으로 제공하여 THEKEY의 IDV 기술의 견고한 토대를 이루고 있습니다.
연구는 개발 계획에 따르면 2019년 7월에 완수될 것이며, 2019년 12월까지 허난 성 일부 도시에서 시범 운영될 것입니다. 중국 정부의 포괄적인 평가를 거친 후 2020년까지 허난 성에서 점진적으로 확장 및 배치될 것입니다.
