In 2014, the farm bill was passed with an amendment that allowed states to pass the research and experiment programs. The amendment allowed the manufacturing and cultivation of hemp with the condition that it should contain 0.3% THC or less. Agricultural institutions were also allowed to conduct experiments on hemp.
