Telegram Raises Target for Biggest ICO Ever to $2 Billion

• Telegram may raise $850 million in private sale, investors say
• Encrypted messaging service Telegram raised the target for the largest initial coin offering ever to $2 billion, defying a rout in traded cryptocurrencies, according to potential investors.

Telegram is seeking $850 million in a private sale of tokens to large investors this month and $1.15 billion in a subsequent public ICO in March, said the people, who held negotiations with the company and asked not to be identified.

🔸The cryptocurrency markets made a $177 billion recovery from Wednesday’s low-point.

🔹Poloniex was noticed displaying incorrect customer balances.

• According to users on Poloniex’s unofficial subreddit, the exchange has not been crediting user account balances when orders are cancelled. “We're investigating reports of canceled orders not crediting back to account balances”, -.responded Poloniex via their official Twitter account.

🔸The Enterprise Ethereum Alliance (EEA) has appointed Ron Resnick, the former president and chairman of the Airfuel Alliance, as the first executive director.

• Chairman of the EEA board Julio Faura stated today in a press release:

“4G wireless broadband changed the world. We believe Blockchains will have a similar impact on society. Ron’s task as our first Executive Director is to build-out the organization, engage with members and foster the continued development of technical content.”

🔹New US bill seeks to fight terrorism by offering rewards for information that results in convictions of cryptocurrency-supported terrorism.

• The bill, introduced to Congress by Rep. Ted Budd (R-NC) of the House Financial Services Committee, proposes an Independent Financial Technology Task Force to dole out the rewards, whose amount in either dollars or cryptocurrency was not indicated.

The second section of the bill reads:

“It is the sense of Congress that the Federal Government should prioritize the investigation of terrorist and illicit use of new financial technology, including digital currencies.”

🔸Polish government works on Polish National Cryptocurrency dPLN.

• Prof. Krzysztof Piech is the initiator of the dPLN project in Poland. He is in charge of the team’s operations at the Lazarski University in Warsaw. The team has reportedly developed a working basic version of the national currency. Now, their efforts are concentrated around the advanced version of the code.

The team looks into testing the software in just about two weeks. Prof. Krzysztof Piech has commented on the matter:

“We have created a cryptographic currency, which we have deprived of speculative features. We want to give our economy unprofitable money that does not require expensive infrastructure, and by the way, its transfer is ultrafast.
