City Sarov . It is a closed city even for Russian citizens. You need to get a special permit to enter it. In Russia there are many such cities. The Russians can't visit all places in Russia.
Foreigners there just will not be allowed.
Город Саров. Закрытый город. Иностранцев туда не пустят. Туда не пустят даже россиянина, если он не имеет специальный пропуск, разрешение на въезд. Таким мест, городов много в РФ. Россияне не могут просто так побывать в любой точке своей страны.
Наверное, и в других странах есть такие закрытые зоны.
