The path the stepping leader propagating through Air will be random as it gets ramified. But when it is about to strike the ground, It wouldn't be random.Rather, definitely The tallest Object will be picked up. And also majority of Cloud to ground lightning strikes happen in land territory rather than in ocean and water bodies.. So it is difficult to determine the exact striking point based on the point of initiation.
