I can help a little, I think. Steemit requires transactions on the blockchain to use Steem, the cryptocurrency. When new users sign up, unless they have some Steem already, they cannot post, vote, or do anything on the site, because all of those things are transactions on the blockchain.

In order to allow new users like you and I to be able to use Steemit like any other social media site, the developers arranged for some Steem to be delegated, or held in our accounts, but not able to be spent by us, so that our transactions, like posts, votes, and comments, would be possible.

I don't know when it will go away, but assume that it will remain delegated until you have enough Steem of your own to fund transactions on the blockchain, such as post, comment, and vote.

I am very frustrated that I must not vote presently. After HF19 the vote power is depleted very quickly, and I had a habit of voting early and often. Last I checked my VP was still below 40%, and I must wait 3 more days before I can vote again =/

I do not know what factors may be affecting your account, so am unable to address your specific situation. You seem to be able to post and comment, so perhaps you do not need delegated SP.

I mean i got like 30 Sp but i have seen people will 200 SP that have like + 300 Delegated

Well, you are able to transact on the blockchain fully, so Steemit is your oyster. Over time, as you develop relationships, your SP is likely to grow. I certainly hope that you reach your goals here on Steemit, whatever they may be.
