I agree it should be up to parents to teach these, but in this age where parents are busier and both parents are sometimes working to provide a stable living it's hard to have family time.
If you look at the youth now, the fact that both parents work indeed has impact on kids nowadays. Kids in the past had more respect for parents and older people. Nowadays they don't really have manners anymore, and cursing a lot. Not all of them ofcourse :-)
