Opinion: Resteeming minnows is more important than upvoting them.

I'm a minnow still, so I'm speaking from a pretty solid perspective of which is more valuable. And hands down, it's a resteem.

"But big votes get you more money!"

Sure... Once. Until it dilutes from them upvoting everyone else. But 1 $10 upvote isn't nearly as valuable as a resteem which exposes you to 2000 viewers you wouldn't have otherwise reached and landed you 10 new followers. Over time, if they were interested enough to follow, they will surely net you that $1 each in their upvotes.

Whales want steemit to grow, and for a vierty of content to spread and succeed? Then they need to resteem those who arrive freshly and have that content.... Not more of the same of their own posting styles, and not just upvote and walk away.

It's a relay race we are all trying to win together, and if they're not passing our batons forward then they're not really racing.

Categories are ok... But they're not very user friendly really. Resteem from are where it's at. Of those I follow, easily 50% were based on resteems I'd seen in the lists of other people I followed.
