100% power up means all of your shares of the earnings goes to powering up your account with Steem Power.

what is a steemit whale?
A steemit whale is somebody that acquired a lot of steempower, and because of that they have a huge influence, a vote of a whale can drastically increase your earnings, you can earn 5$, 10$ or maybe if you lucky even 100$!
these whales are not that common on the moment but there will be more and more whales in the future because a lot of users are getting more steem power everyday
