Yes, it can seem to be @raed007 It's all about who is giving you the upvotes, and the SP (steem power) they hold gives them that power.
Many have actually invested in buying SP so have a huge voting power, if you get any of those upvotes you are doing great.
If you check the comments on some of the posts getting bigger rewards than you, you might also note some(many?) are actually buying their upvotes from various bots set up to do that. Literally buying themselves upvotes, yes it seems unfair but if they want to do that they can.
Sometimes it is not a good idea though there are also horror stories of losing out buy buying upvotes...buyer beware.
Don't despair, but don't expect riches in a very short time either, in time you will rise. Good luck and Steem on.

I think @iliketoast is trying to be like @ionlysay meep who only says meep.
Both would seem to be totally irrelevant but some like the meep comments, maybe it will be the same for 'I like toast' too. Not wasting my upvotes on them sorry (not sorry).
