Powering down will give you 1/104 of your SP weekly, it is made in such way that you will be able to cash it all out in two years, there is many help posts about this way better detailed than my words.
I'm not an expert but as far i understand you get steem dolars when you powerdown not steem. That steem you got must have come from conversion of steem dolars which takes one week to go through and you have forgoten about it.

ya i stopped it and then did it again. last time i did it same amount of vest but the first time i did it i got like 70 steem
