Any idea who's wallet is this? @poloniex seems to be fairly new, no posts, no replies. Is this for buying and selling on the market for Steem's future developement?

It's the account for the exchange. They need to have an account registered in order to be able to transact with the exchange.
That makes sense.
The same with Bittrex. This exchange has also a steemit account: @bittrex
