'Payout Declined' Feature Enhancement Idea

This was inspired by @timcliff's recent post that showed up in my feed. I know we added the payout declined feature a while ago, and was wondering if there was any appetite for extending this to donate the payout to a charity linked with steemit. There are a variety of great causes that would both serve to benefit the greater human good, and link Steemit community (authors and curators) to causes they may find of particular interest.

I'm thinking the easiest way is to code this is have the author chose the total payout charity, and in future versions perhaps we can have a more complex feature that would also allow the voter to chose from a selection of steemit integrated charities after the upvote...spreading out the revenue generated amount multiple registered and community approved charities.
