I think this is to be expected with any platform, but with the nature of steemit, new users are more apt to treat it as a way to make a few bucks rather than a community. Combined with the less than optimal site navigation, which makes it a bit difficult to discover new content without running into loads of spam, this has been the number one issue thats discouraged me somewhat from exploring steemit further.
